So, you have to make a Nandroid backup of your Google Nexus 7 so that you can revert back in case of any issues and enable the USB Debugging.   1. For the start, you have to download CyanogenMod 12.1 Android 5.1.1 Stable Release ROM from this link;
  2. After that, you must also take the Gapps package from here;
  3. Connect your Nexus 7 device to the computer by using a USB cable in order to copy the ROM and GApps zip files to your phone’s SD card root folder;
  4. Disconnect the USB cord;
  5. Then, simply power off your Google Nexus 7 GSM device;
  6. Boot your device in the Bootloader mode by pressing and holding the Volume Down and Power keys.
  7. Follow the on screen instructions and at the end, just select Bootloader > go to Recovery;
  8. In the recovery mode, wipe the device clean;
