You can find the factory image for the latest LTE Nexus 7 update marked as 4.4.2_r2 (Verizon) (KVT49L), but in order to use this file you need to know some instructions that have to be applied. You must have the fastboot tool in your PATH, this one being generally used to flash custom builds on your handset, not to mention that your LTE Nexus 7 needs to be in fastboot mode, with the bootloader unlocked.
