Service Disruption for Hangouts and other Google Services
From what it seems, Google is in the middle of a major service disruption, just as all of you who have tried to use Hangouts already know. Yes, you are not the only one with this issue at the moment and even recently updated Apps Status Dashboard page confirms the problem. Unfortunately, Google Drive, Google Voice and other Google services also seem to be facing some issues, but there is no reason to be worried about. Google is perfectly aware of this situation and is working to resolve it as soon as possible.
Reports of an issue with Google+ Hangouts
So, Google has just said that its team is “investigating reports of an issue with Google+ Hangouts”, but as of now we haven’t succeeded to get any messages, just as it is also reported on the App Status Dashboard page. As for those of you who are in a Hangout with someone, you probably notice a message saying that the person “isn’t on Hangouts right now message”, which means that it is practically offline. We all know that the problem is a different one, but just have a little more patience!
As for Google Voice and Google Drive, they aren’t working properly either, but they are only less responsive than you are generally used too, Hangouts being the only Google Service that has the most serious problem.
