This is already one of the most popular wireless chargers around, and as the name implies, it allows you to lay your phone flat or prop it up at an angle so you can still see notifications from your desk. It can output up to 9W to quickly top up your Pixel 3 XL battery, just as you are dreaming of and better than expected, it is priced at around $50.
And if this is still too much for you, then Samsung has other wireless chargers options for your Pixel device, such as the standing charger for $35 which is also capable of 9W fast wireless charging and has that great multi-colored LED light indicates charging status.
